2007 PLATFORM INTERNATIONAL ANIMATION FESTIVAL RULES & REGULATIONS NO ENTRY FEE REQUIRED ADMISSIBILITY: The 2007 PLATFORM International Animation Festival (referred to as "PLATFORM", "Platform", "our," "us" or "Festival") will be held in Portland, Oregon, from June 25 - June 30, 2007. The Festival is open to animated and mixed media productions of 40 minutes or less in which a substantial proportion of the production is animated (each, a "Film"). Some of the techniques of animating films include cel animation, computer animation, stop-motion, clay animation, pixilation, cutouts, pins, camera pass imagery, kaleidoscopic effects and drawing on the film frame itself. You must own or hold all distribution rights to your completed Film and all elements within, including, without limitation, music incorporated in the Film. Only one (1) entrant per form. Films must be original or have been "premiered" after January 1, 2005. This "premiere" must be the first exhibition and promoted and/or promoted and reviewed as such. All Films submitted for judging must be original and appropriate for a public audience. PLATFORM reserves the right to reject any Film, in our sole and absolute discretion that PLATFORM determines contains prohibited content, that violates any laws or the rights of others, or that is offensive or otherwise unacceptable. LANGUAGE: The official language of the Festival is English. Films in other languages should submit an English script for pre-selection. Work chosen for competition or other programs must either have an English dialog track or subtitles. Credits do not need to be translated. HOW TO ENTER: To be considered for the Festival, complete, print and submit the online entry form as directed. Then send copy of completed online entry form (or downloadable PDF entry form) signed, along with the following materials: (i) a copy of the Film in DVD (any region), VHS (NTSC or Pal) or QuickTime, Flash or AVI format; (ii) a synopsis; (iii) director's biography (100 words), (iv) director's photo (300dpi); and (v) a minimum of three stills (300dpi) (collectively, "Pre-selection Materials"). There is no limit on the number of Films you can submit; however, each Film must be substantially different as determined by the Festival Director, and mailed separately with its own Pre-selection Materials. For animation schools and colleges that have full rights to its students' Films, including without limitation, the right to submit the Film in the competition and to authorize exhibition of the Film in connection with the Festival, a limited exception will be made to allow such institutions to submit a reel or compilation of their students' work and a play list that provides information including main credits and running time for each Film instead of the above-listed Pre-Selection Materials. If any such student Film is accepted for the Festival, then the acceptance will be contingent on receiving the full set of Pre-selection Materials within a designated time along with any additional documentation requested. Correct entry information is the responsibility of the entrant. Incomplete entries may not be considered. Entries will not be acknowledged or returned by PLATFORM. SELECTION COMMITTEE & PROGRAMMING: A selection committee appointed by the PLATFORM Festival Director will choose the Films accepted into the Festival based on concept, execution, aesthetic and technical excellence, and innovation, as the committee determines in its sole discretion. PLATFORM is responsible for the protocol and the programming of all Festival events. CATEGORIES: Films may be submitted for consideration in the following categories (which carry monetary or non-monetary awards as specified under “Awards & Prizes” on the following page):
INVITATION TO FESTIVAL: If your Film is accepted into the Festival, you will be contacted by mail, telephone and/or email and may be required to execute additional releases, and other documentation specified by us. An invitation to the Festival is not transferable or redeemable for cash or other value. If selected for the Festival, a copy of your Film must be provided for screening. Please clearly print the name of your Film, the screening ratio, the sound format and your contact information on the label. For international shipping, CLICK HERE for a Pro-Forma Invoice and clearly mark your package with the following: FOR TEMPORARY CULTURAL PURPOSES ONLY - WITHOUT COMMERCIAL VALUE. Platform cannot accept customs charges. We will accept only the following formats: 35 mm film, 16mm film, Digibeta NTSC or PAL. We will also accept Beta SP NTSC or PAL but Digibeta is preferable. DVD and VHS will not be accepted as a projection format. For Films accepted in the MOBILE MEDIA category, the following formats will be accepted: QuickTime or AVI submitted on CD or uploaded to our secure ftp site. We will send you the ftp coordinates when we notify you that your film has been selected for competition. For Films accepted in the INTERNET category, we will accept Flash, QuickTime or AVI submitted on CD or uploaded to our secure ftp site. We will send you the ftp coordinates when we notify you that your film has been selected for competition. For Films accepted into the Festival, the cost of shipping the copy of the Film to be used for the Festival screening to PLATFORM will be paid by you and PLATFORM will pay for the return shipping costs for the Film following the Festival's end. You should provide a self-addressed return label that can be affixed to the original packaging that your entry was sent in. Following confirmation of your acceptance, you will receive shipping information for sending us your screening print. All screening prints must be received no later than May 25, 2007 and will be checked for damage before and after the Festival screenings. PLATFORM will provide for the safety of the screening prints only during the time they are in the possession of PLATFORM and in transit back to you at the address you have provided; otherwise you are solely responsible for the safety of such prints. PLATFORM will ship screening prints and Beta SPs within 15 days of the Festival's end, unless other arrangements have been made. PLATFORM will not return DVDs, other electronic formats, or other Films that are not accepted into the Festival. PLATFORM will provide standard hotel accommodations for one Director for each film that is accepted (excluding films made for the internet/new media and mobile devices) for up to six (6) nights during the Festival. However, it is expressly agreed and understood that PLATFORM will under no circumstances be liable for any direct, indirect, incidental or special loss or other damage, whether arising from negligence, breach of contract or any other claim or description arising in any manner out of the use of the hotel, service or facilities. In addition, PLATFORM will provide a Festival accreditation for one director for each Film that is accepted (including films made for the internet/new media and mobile devices); written confirmation of attendance at a date prior to the Festival may be required. All other expenses and travel arrangements not expressly listed above, including, without limitation, those incurred for airfare, ground transportation, taxis, parking, beverages and food, incidentals, telephone calls, souvenirs, or other personal expenses incurred in connection with the Festival will be the sole responsibility of those attending the Festival. Nature of hotel accommodations will be at the sole discretion of the Festival and are not transferable. Additional details will be made available at the time an invitation to the Festival is extended. FESTIVAL JUDGING: An international jury will be appointed by the PLATFORM Festival Director for each award category. In a juried award, all entrants are screened by a jury of appropriate judges who determine if any entrants are deserving of a PLATFORM award. No jury member may have a conflict of interest judging any of the award categories. For all categories except for the Public Choice Award category, the international jury will determine the awards and prizes based on the following criteria: concept, execution, aesthetic and technical excellence, and innovation. For the Public Choice Award for Best Film category, the award will be determined by those who attend the Festival. Ballots will be distributed at the Film screenings during the Festival and votes will be tabulated based upon a weighted formula to account for the number of persons viewing the Film screening. The entry that receives the largest percentage of votes based upon the weighted formula will win an award. No proxies shall be permitted in balloting for this award. In an event of a tie in any category, the Festival Director or other jury member designated by the Festival Director will select the winner of the award. Awards and prizes will be awarded at the Awards Ceremony on Saturday, June 30, 2007, in Portland, Oregon. The decisions of PLATFORM and the international jury will be final and binding. You do not need to be present at the Festival to win. AWARDS AND PRIZES: Awards may be given if the PLATFORM jury determines at its sole discretion there is a deserving recipient; such awards shall be in the form determined by the PLATFORM jury. Platform reserves the right to modify and clarify the awards categories at any time prior to the Festival. The winner of each award will receive a trophy in recognition of their outstanding achievement in the respective category. In addition, the Festival will award more than Fifty Thousand US Dollars ($50,000) for a number of Films in Festival. For films winning the following categories, monetary awards will be given in the indicated amounts:

There will also be a trophy for the Audience Choice Award for Best Film. Monetary prize awards will be awarded in the name of the Film Director unless otherwise indicated by the Film Director and such individual or entity must sign and return all required documents and will be responsible for reporting and payment of any applicable federal, state, local or other taxes as well as any other costs and expenses associated with prize acceptance and use. All prize details are at the sole discretion of PLATFORM. No substitution, transfer or cash equivalents of prize awards are permitted without the express consent of PLATFORM, at its sole discretion. PLATFORM reserves the right to substitute prize (or portion thereof) with one of comparable or greater value, at its sole discretion. Eligibility for all awards shall first be determined by credits as they appear on the Film and/or as certified to the Festival by you, but the final determination shall be made by the Festival Director. PLATFORM is not bound by any contract or agreement relating to the sharing or giving of credit and reserves the right to make its own determination of credit for purposes of award consideration. PLATFORM is not liable for incorrect listings or references to the Film that are a result of incorrect information submitted with the Film's entry into the competition. In the event of any dispute regarding credits, PLATFORM reserves the right to declare any submission ineligible, or alternatively, to reject all claims to credit, list credits in controversy and withhold any award until the dispute is resolved. Ineligible entries will be disqualified at any stage of the competition. DISCLAIMER The PLATFORM International Animation Festival is organized and produced by the Method Animation Group, 5411 Camellia Avenue, N. Hollywood, California 91601, who will be soliciting, handling, judging and managing the competition and solely responsible for its outcome. Cartoon Network is the exclusive sponsor of the Festival, but is not responsible for reviewing, judging or rewarding any of the Films or materials submitted to or considered for this Festival. Neither PLATFORM nor its sponsor assume any ownership or distribution rights over any entry submitted to the competition, without written agreements being made, with the following exception: in submitting a Film for consideration, the Film's owners are deemed to have conveyed to PLATFORM the right but not the obligation to choose excerpts from the film in PLATFORM'S sole discretion, for incorporation into and promotion of the Festival for the year in which the film is in competition. AGREEMENT: By submission of a Film, I grant PLATFORM and its designees the right, but not the obligation, to exhibit the Film at the Festival and to show a still or excerpt from my Film to promote and advertise the Festival in press releases, at conference locations and curated programs, on television, online or any other media during the year of the Competition. I understand that any excerpt of my Film used for promotional purposes shall not exceed a maximum of three (3) minutes in length. I further understand that all the rights I hold to the Film remain completely unaffected. I warrant and represent that I hold the copyright on the Film and all rights therein; I have the full and exclusive right and authority to submit the Film and to grant PLATFORM the rights to the Film herein granted upon the terms and conditions set forth herein; the Film does not defame or invade publicity rights or privacy of any person, living or deceased, or otherwise infringe upon any person's personal or property rights or any other third party rights; and if the Film contains persons other than me or third party elements not owned by me, that I have obtained express consent to submit such Film to the Festival and to grant these rights, and if requested to do so, can produce such consent in a form and manner acceptable to PLATFORM. I further warrant and represent that any payments required to be made by any performing rights society or to any body or group representing authors, composers, musicians, animators, artists, publishers, and other individuals or entities with interests in the Film or its distribution or exhibition have been paid or waived. I agree to indemnify and hold PLATFORM International Animation Festival, The Cartoon Network LP, LLLP, Cartoon Network Studios, Inc., their respective parents, affiliates, subsidiaries, successors, affiliates, assigns, licensees, distributors and advertising an and promotion agencies and their respective officers, directors, employees, and representatives (collectively, "Released Parties") harmless from any for any claims related to the Film (and the content thereof), including, without limitation, Released Parties' use thereof or any other portion thereof. I waive any and all claims relating to similar programs independently developed by Released Parties. I agree to be bound by these PLATFORM International Animation Festival Rules and Regulations and the decisions of PLATFORM and the judges which are final and binding in all matters. I understand Released Parties expressly disclaim any responsibility and I agree to indemnify and hold harmless Released Parties from and against any and all claims, actions, demands and/or liability for injury, damage or loss whatsoever relating to or arising in connection with participation in the Festival (regardless of the cause of such injury, damage or loss), Released Parties' use of any materials submitted by me and/or the delivery and/or subsequent use or misuse of any of the prize awarded, including any travel or related activity thereto. I further understand that Released Parties are not responsible for misdirected, incomplete, inaccurate, damaged, lost, late, illegible, undeliverable, delayed or postage-due entries or films, or for technical, hardware, or software failures of any kind, lost or unavailable network connections, or failed, incomplete, garbled or delayed computer transmissions or other errors or problems which may limit or affect my ability to submit a Film or for any other errors of any kind, whether technical, computer, typographical, printing, human or otherwise, which may occur in connection with or relating to the Festival, including, without limitation, errors or problems which occur in connection with the administration of the Festival, the processing or judging of entries, the announcement or showing of the accepted Films or the prizes or in any Festival-related materials. In the event of sabotage, acts of God, terrorism or threats thereof, unauthorized intervention or other events or causes which corrupt the integrity, administration, security or proper operation of the Festival, PLATFORM reserves the right, in its sole discretion, to modify, cancel or suspend the Festival. As a condition of entering, I agree that: a.) under no circumstances will I be permitted to obtain awards for, and I hereby waive all rights to claim, punitive, incidental, consequential, or any other damages, other than for actual out-of-pocket expenses; b.) all causes of action arising out of or connected with this Festival, or the prizes awarded, shall be resolved individually, without resort to any form of class action; and c.) any and all claims, judgments, and awards shall be limited to actual out-of-pocket costs incurred, and in no event shall I be entitled to receive attorneys' fees or other legal costs. All issues and questions concerning the construction, validity, interpretation and enforceability of these Rules and Regulations, my rights and obligations, or PLATFORM's rights and obligations in connection with the Festival, shall be governed by, and construed in accordance with, the laws of State of New York, without giving effect to any choice of law or conflict of law rules (whether of the State of New York or any other jurisdiction), which would cause the application of the laws of any jurisdiction other than State of New York. If any provision of these terms is found to be unenforceable or invalid in any context or to any extent, it shall nevertheless be enforced to the fullest extent allowed by law in that and other contexts, and the validity and force of the remainder of these terms shall not be affected thereby. ***ANIMATED INSTALLATION INVITATIONAL GUIDELINES*** PLATFORM breaks outside the box by being the first international animation festival to feature a category for Animated Installations. We are seeking dramatic and inspiring exhibitions to showcase this exciting new animated medium that will debut in the Pearl District, the heart of Portland's burgeoning arts community. The Installations will be displayed in both indoor and outdoor sites located in and around the gallery spaces of the Pacific Northwest College of Art (PNCA), which will form the hub of the exhibition. REQUIREMENTS A significant portion of the piece must be animated or manipulated frame by frame. Previously created animation can be repurposed for an installation if this adds significantly to the artistic impact of the piece. SELECTION CRITERIA A selection committee appointed by the PLATFORM Festival Director will choose the Installations accepted into the Festival based on concept, execution, innovation, and aesthetic and technical excellence, as the committee determines in its sole discretion. PLATFORM is responsible for the protocol and the programming of all Festival events. There will be 8-12 proposals chosen for the installation exhibit, although the final number will be dependant upon the proposals submitted and their technical requirements. INSTALLATION DURATION The Installation Premiere will be held Thursday evening, June 28th and selected Installations will run through Saturday, June 30th. Certain locations will accommodate extensions of up to one month for artists who wish to display their works beyond the Festival. However, unless special arrangements are made for extensions, artists should plan on dismantling their Installations on Sunday, July 1st. PLEASE NOTE:
TECHNICAL SUPPORT A technical coordinator will be assigned to each artist upon selection. Equipment required for Installations will be provided by PLATFORM, unless artists prefer to bring their own equipment. Working with their technical coordinators, artists will determine the equipment needed. Every effort will be made to supply each artist with the equipment requested, however artists must be willing to accept substitutions or alternate proposals to create their installations based on availability of equipment, budget or technical constraints. AWARDS A juried award will be given for the Best Installation. The winner will receive a cash award of $5,000 at the PLATFORM Award Ceremony on Saturday, June 30th. Additional Notes: Grants for travel to the Festival are available and will be determined upon selection of artists at the discretion of PLATFORM. PLATFORM will provide Festival accreditations for artists whose' Installations are selected. Additionally, standard accommodations will be provided from Sunday, June 24th through Sunday, July 1st for one artist per Installation (out-of-town artists only). The assignment of the accommodations will be at the sole discretion of the Festival and are not transferable. Most rooms allow double occupancy, however any additional fee for double occupancy is the responsibility of the artist. PLATFORM reserves the right to make all final space and equipment assignments.
